Assembly Elections Civil, police officers familarised with ECI guidelines, EMM
JAMMU: A one day training programme was held here at Deputy Commissioner (District Election Officer) Office to acquaint Flying Squad surveillance Teams of police and civil officers about the Expenditure Monitoring Mechanism(EMM) and other guidelines of Election Commission of India to ensure free, fair and smooth conduct of forthcoming Assembly Elections, 2014.
The programme was conducted under the supervision of District Election Officer (DEO) Jammu, Ajeet Kumar Sahu (Deputy Commissioner) Jammu.
The training programme focused on to improve the participants ability to handle election related situations including effective control on violations of Model Code of Conduct, election expenditure of political parties and candidates, complaints of intimidation/influence, movement of antisocial elements, liquor, arms and large sum of cash. They were told that entire poll process will be videographed including all major rallies, public meetings and other political activities and the expenses there on.
It was informed that there are three flying squads for one constituency and the number of squads may be increased in expenditure sensitive constituencies to keep a tab on use of money and muscle power during the upcoming Assembly Elections.
Addressing the participants District Election Officer said that the Flying Squads have a vital role in disseminating information about the Model Code of Conduct violations and they shall have to look into all complaints in this regard.
He said that besides this the these Flying Squads have to keep a close liaison with District Election office, Returning Officer, Expenditure Observer, Magistrates, General Observer etc.
The participants were also informed that the Video Surveillance teams and Static Surveillance teams will start function from the date of issuance of notification of elections.
