SRINAGAR: To plug pilferages and ensure prompt delivery of services, the Minister for CAPD, Ch Zulfkar Ali on directed the Department to install Internet Protocol (IP) cameras in all main stores and district Godowns within one month.
The minister gave these directions at a high level meeting convened here on Tuesday to discuss the annual plan of CAPD Department and allied wings.
The minister asked the concerned to update the details of receipts, dispatches and disbursements of ration right from the directorate upto the district level on daily basis so that the consumers easily know the status of supply chain. He called for completing the process within 15 days.
Zulfkar asked the concerned to ask Food Corporation of India (FCI) to deliver food-grains directly at the district headquarters to prevent spoilage of rations. He also called for enhancing the intake capacity of all peg stores of FCI in all the districts.
Stressing on timely delivery of rations to the consumers, the minister directed the provincial heads of CAPD Department to issue Release Orders (ROs) on or before 15th of every month. He also instructed them to ensure supply of rations one month in advance from June 2015 onwards.
Expressing dismay over poor transport services of SRTC which in turn result in inordinate delay in distribution of rations, the Minister constituted a panel headed by Secretary CAPD and asked it to examine the issues including cost factor, requirements of vehicles, capacity of SRTC etc. The panel has been asked to submit its report within 10 days, so that the Government can chalk out the future course of action.
Regarding grinding of wheat bran, the minister constituted another committee under the supervision of Secretary CAPD for fixation of grinding charges in consultation with the mill owners. He asked the asked it to submit report within 15days.
In order to maintain uniform ration scale, the minister constituted a panel headed by Special Secretary CAPD to conduct area-wise survey for requirement of consumers and asked the panel to submit report at the earliest.
He directed Deputy Directors of both the divisions to submit report on physical verification of all CAPD stores before 15 June 2015.
During the meeting, the CAPD Department proposed an outlay of Rs 85 crores for the financial year 2015-16 while the Legal Metrology Department proposed an outlay of Rs 3.62 crore.
Secretary CAPD, Directors CAPD Jammu, Kashmir, Jt Controller LMD and other officers were present at the meeting.
