Violation of rules by SICOP examined

SRINAGAR: A meeting of the Sub-Committee on Public Undertakings of Jammu and Kashmir Legislative Assembly was held on Thursday under the chairmanship of MLA Raja Manzoor Ahmed to examine the violation of rules by the J and K Small Scale Industries Development Corporation Limited (SICOP) about shifting of machinery from proposed places and exceeding the land allotment limits.
Legislators Rajeev Sharma and Abdul Majeed Larmi participated in the meeting.
Detailed discussions were held on the present status of excess land at IID Centre Govindsar in Kathua. It was informed that the land has been allotted by the Apex Committee headed by the Chief Secretary and that it is the prerogative of the Apex Committee to allot land as per Project Report involving investment to the tune of Rs 50 crore with an aim to create greater employment opportunities in the State.
The Sub- Committee also took cognizance of reports regarding violation of rules by the Corporation (SICOP) in shifting the machinery from proposed places.
MD SICOP informed the sub-committee that the machinery installed in the Common Facility Centre, Zakura are beyond the scope of utilization due to high running cost involved and the machinery is lying un-utilized from last four years.
The matter was taken up with Commissioner Secretary, I&C Dept for obtaining approval for shifting of machinery from Zakura to JKI after discussing the matter with concerned association members who showed their willingness if the machinery is put to use to save public assets. MD further informed that the corporation is still waiting for approval from the administrative department and that no machinery has been shifted till date. Taking view of the replies submitted in response to the concerns, the Sub-Committee decided to undertake site visit for Zakura Unit and review the situation on ground.
Further, it was also decided in the meeting that Sub-Committee will conduct inspection of Industrial areas at Gangyal and Kathua to review the situation to ensure proper utilization of government assisted Industrial development programmes.
