SVC summons ADC Kupwara on Feb 13

STATE TIMES NEWS
Jammu: Taking a serious note of the delay in submitting report in connection with complaints against Block Development Officers (BDOs), the State Vigilance Commission (SVC) on Sunday issued show cause notice to Kupwara Additional Deputy Commissioner asking why proceedings should not be initiated against him for ignoring its directions.
The SVC has sought an explanation from ADC Kupwara asking him as to why proceedings should not be initiated against him under the provisions of SVC Act and rules for ignoring the Commission’s directions, a SVC spokesman said. Giving one more chance, the Commission directed the ADC to appear in person, along with the requisite report, on next date of hearing on February 13 at Srinagar.
Notice was issued on Sunday by SVC after taking a serious note of the delay caused in submitting report, which the Commission has sought in a complaint filed against BDOs of Langate and Kralgund and others, he said.
The Commission was adjudicating a complaint filed by the residents of village Walrama Tehsil Langate of Kupwara district about alleged misappropriation of government funds by BDOs of Langate and Kralgund blocks with the involvement of Junior Engineer (JE) Rural Development department (RDD) Kralgund, Qaziabad, Langate, VLW, Sarpanch and Deputy Sarpanch of village Walrama.
The complainants also alleged that a huge amount has been drawn from government exchequer without executing any work on ground, besides extending undue benefits, under various schemes, to undeserving persons of the village, the spokesman said.
They also alleged that the Rural Development Department (RDD) officials and undeserving beneficiaries in connivance with Panchs and Sarpanchs of the village violated rules and guidelines fixed for execution of works under various schemes and rural sanitation in the area.
Taking cognisance of the complaint, the SVC directed the District Vigilance Officer (Additional Deputy Commissioner, Kupwara) to hold on spot enquiry into the allegations and submit report but he failed to submit the same.
