JAMMU: State Vigilance Commission on Tuesday ordered registration of a formal case against three senior officers of R&B Division Udhampur for various omissions and commissions.
The IGP State Vigilance Organisation (SVO) has been asked to file FIR against the then Executive Engineer, Suraj Prakash, Assistant Executive Engineer, Ram Gopal and Junior Engineer Sanjay Atri of R&B Division Udhampur for their omissions and commissions while discharging official duties besides recovering Rs. 2,45,179 from them.
Earlier, the Vigilance Organization had received a complaint from Deputy Commissioner Udhampur alleging that quality parameters were not followed and maintained by the R&B Division Udhampur while repairing and black topping of 4 km stretch of 17.5 km Jakhani-Pakhlia road in 2010 costing Rs 20 lakhs. Taking cognizance of the complaint, the Vigilance Organization got the matter enquired and submitted a report to the Commission for action.
The enquiry report revealed that department had incurred Rs. 64 lakhs on development of the road from 2007 to 2011 and the work in question was undertaken departmentally by the PWD (R&B) without inviting tenders. The report further mentioned that repair and black topping on 4 km road stretch had been executed without constructing cross drainage because of which potholes and cracks developed on the road. Lack of supervision, poor consolidation and recharging excess metal stretches on already laid WBM grade IInd and grade IIIrd in excess of allowed quantity had caused loss of Rs. 2,45,179, the report said.
After threadbare discussion on the enquiry report, the SVO observed that the officers have misused and abused their official position and decided to get a formal case registered against them. The IGP Vigilance was directed to implement the decision early and undertake investigation.
