Stay on shifting Bagla from Rajouri to newly created Quila Darhal

JAMMU: Justice Bansi Lal Bhat of J and K High Court Jammu Wing on Monday stayed the shifting of Bagla from its original Tehsil Rajouri to newly created Tehsil Quila Darhal till the next of hearing and issued notice to Commissioner Secretary to Government, Department of Rural Development and Panchayati Raj, Commissioner Secretary Revenue and Deputy Commissioner Rajouri returnable within four weeks.
The direction came in response to a petition filed by villagers for contending the shifting of village Bagla from Tehsil Rajouri to newly created Tehsil Quila Darhal.
Justice Bhat after hearing Advocate Vikram Sharma for petitioners observed that it is contended that Village Bagla was originally included in Block Doongi of Tehsil Rajouri but in terms of SRO 488 delinked from Block Doongi and included in newly created Tehsil Quila Darhal.
In the petition it has been further submitted that a bare perusal of the map of Tehsil Rajouri would show that the road distance between Bagla and Quila Darhal is 60 kms (Approximately), and has to be travelled through the villages of Agrat- Kallar -Chatyari – Chingus – Batta – Rajpur upto Quila. Similarly, the road distance between Bagla and Quila is 50 km (Approximately), if travelled through the other route passing through villages Pir Badesar- Thandi-Kassi- Challan- Pukharni- Laam upto Quila. As compared to this, the distance between village Bagla and Rajouri City in Tehsil Rajouri is hardly 25 km (Approximately) from village Bagla. The distance to be covered by Bagla residents to reach to Quila Darhal itself makes the decision of respondents impugned herein apparently unjust and opposed to the interests of the villagers. The shifting / retention of villages in the newly created Blocks / Tehsils, it is submitted, was mooted with an idea to facilitate redressal of villagers’ grievances at a nearby located Tehsil rather than making it virtually impossible to seek such redressal by shifting village in the jurisdiction of a far-off Block / Tehsil.
