The stray dog menace is not of one state, but it is pan-India. Every nook and corner of the country has stray dogs running around freely. The statistics for rabies in India might be the highest in the world which is a national shame. There is a sense of indecision and policy paralysis. Blaming the menace on existence of garbage is just one aspect of the problem. Dog sterilisation programmes are only on paper. Such solutions are put forth by those sitting in comfort zones of their posh offices and have not experienced a dog bite to any dear one. The only effective way to manage this menace and that of other stray animals is culling.
