Seven teachers suspended; salaries of eight withheld

KISHTWAR: Taking serious notice of alleged absenteeism of government teachers , the District Development Commissioner(DDC) Kishtwar, Angrez Singh Rana, directed the Principal Government Higher Secondary School (GHSS) Marwah, Ajit Babu to conduct a surprise inspection of educational institutions in Marwah area for checking the attendance of teachers in the schools.
In compliance to the directions of DDC Kishtwar, the principal has submitted report wherein he has reported that seven teachers have not joined their legitimate duties since long.
Those found absent include Shanti Parkash (UPS Renai-absent since 2009), Saheer Kishwar (UPS Renai -not joined the institution after regularisation as RReT), Mubashar Malik (UPS Shishlan- not joined the institution after regularisation as RRET) ,Muneera Baigum (GPS Ziyarat Mohalla-absent since October 23, 2017),Irshad Ahmed (UPS Qadarna-absent since Nov 11, 2017), Haseena Baigum (UPS Astangham-absent since November 2017), Sayma Rasool Magray (UPS Chokranu -not joined after winter vacations).
Keeping in view the seriousness of the issue and absence of the teachers from their legitimate duties, the above teachers have been placed under suspension with immediate effect.
In an another order issued on the reports of the said principal regarding the two teachers who remained absent from their legitimate duties since their appointment as ReT’s and even Zonal Education Officer Marwah has drawn the salaries of the above teachers despite the fact that both have not joined their respective schools physically which amounts to criminal conspiracy.
DDC Rana has constituted a high level three member committee to conduct an in-depth enquiry into the matter and submit its detailed facts to this office by or before 25th of April 2018 so that futher action as warranted under rules be initiated against the erring teachers.
It is pertinent to mention here that the people of the area have also informed the principal that the teacher (Saheer Kishwar (UPS Renai -not joined the institution after regularisation as RReT) have visited foreign countries without seeking permission from the competent authorities.
Meanwhile, DDC Kishtwar also withheld the salaries of eight teachers of Tehsil Mughalmaidan who were found absent from their legitimate duties during the surprise inspection conducted by Tehsildar Mughalmaidan and has entrusted the enquiry to Sub Division Magistrate Chatroo with the directions to submit report within 15 days . Those found absent include Ghulam Mohd Shiekh (MS Witana), Akshay Kumar (MS Witana), Roshan Lal (MS Witana), Shahid Hussain Malik (MS Witana), Hem Raj (Headmaster -MS Loidar),Shagufta Parveen (MS Loidar), Seema Devi (MS Loidar) and Sunny Kumar (MS Loidar).
REASI: Acting swiftly on the allegations against works department proved through inquiry report, Deputy Commissioner Reasi Prasana Ramaswamy G placed under suspension AEE, JE and Works Supervisor of Public Works Department.
In order to ascertain the merits of the complaint and to verify misconduct of the officials involved with the project, a committee was constituted to conduct a preliminary enquiry into the allegations made by the complainants and report of a prima-facie case could be made out with regard to the misconduct of officers.
Committee comprising of Ramesh Chander Additional District Dev. Commissioner, Harbans Lal Assistant Commissioner Revenue and Parshotam Kumar, Deputy Director, DRDA Reasi submitted its observations based on physical verification of the project in presence of the officials.
The committee observed that the department has constructed crate walls instead of concrete breast walls as proposed in the DPR and only ground concretisation work has been done by the department by laying RBM upto Shingled and metalled status whereas road is to be upgraded upto BT status. It was also observed by the committee that the physical achievements on ground do not commensurate with financial spending of Rs. 1.16 crore by the department as the major components are yet to be executed by the department. The observations of the committee therefore point towards probable misconduct on part of the officials.
The action was initiated on a complaint received during the Public Darbar chaired by Chief Minister Mehbooba Mufti on Feb 21, 2018 in Reasi which was lodged by members of the general public residing in the immediate vicinity of the Kheral-Jeri Road in Pouni Tehsil, Reasi District. The complainants alleged that the general quality of the work executed in the said project is sub-standard, also hinting at the possibility of financial impropriety on part of the officials immediately involved with the project.
Considering the serious nature of the allegations leveled against the officials and the preliminary findings of the committee, a departmental enquiry was ordered into the possible misconduct of S.S Sahwney, AEE, PWD, Sub Division, Pouni, Shadab I/C Junior Engineer and Satpal Work Supervisor with regard to the execution of the project.
Since there is a possibility of financial impropriety and misconduct on behalf of the officials, a separate inquiry into this aspect was ordered which will be conducted by Additional Deputy Commissioner (District Vigilance Officer) Reasi. Meanwhile, the suspended employees will be attached with the office of Assistant Commissioner Revenue Reasi.
