JAMMU: Minister for Finance, Dr Haseeb Drabu on Tuesday said the process of regularisation of casual workers of various categories will start from next financial year in terms of the set guidelines and criteria.
Replying to a clubbed question by Ashok Khajuria and Master Noor Hussain in the Legislative Council, Dr Drabu said to begin with, the regularisation, of such contractual workers, who have given their land to the government on the promise of a government job and have been left out will be taken up through a process of documentation and verification to be done by General Administration Department (GAD).
The minister said for the remaining categories, a committee, under the chairmanship of Chief Secretary is currently engaged in working out various options for regularisation of daily rated workers. He said during the course of the year, the government would set out a policy with timelines for absorbing these people.
Dr Drabu said policy enshrined in SRO-64 of 1994 for regularisation of daily rated workers/work-charged employees engaged prior to cut off date of 31st January, 1994 is already in place from the date of issuance of the SRO-64. He said the empowerment committee is meeting at regular intervals and will continue to meet till last one of the daily rated worker, eligible and registered with the Finance Department is cleared for regularization, if eligible, in terms of the Act.
The minister said that employees appointed on adhoc, contractual and consolidated basis prior to 28th April 2010 are recommended for regularization in terms of J and K Civil Services Act 2010 by the Empowered Committee constituted for the purpose.
The minister said that 57,402 DRWs, work charged employees have been cleared for regularisation working in various departments. He said norms laid down in SRO-64 for regularisation of DRWs are to be followed strictly by the concerned administrative departments to which the DRW belongs. He, however, said relaxations are permissible in respect of age and qualification bar which be considered with the prior approval of the Competent Authority.
