Public harassment in hands of Enforcement Officers shall end now: Sharma

Mayor takes big stride to weed-out corruption; Launches app for building permission, grievances redressal

JAMMU: Taking a big stride to weed-out corruption in the Urban Local Body, the Mayor of Jammu city, Rajinder Sharma on Friday launched a mobile phone app ‘My Jammu’ wherein building permission in the city can be checked for every JMC Ward.
During a function in this regard at the general house of Jammu Municipal Corporation (JMC) the Mayor informed that the app will also facilitate in checking the status of violation of building permission and in registering grievances regarding violations.
“All this system shall be internally managed by the concerned Inspectors, Enforcement Officers, Chief Enforcement Officers, Joint Commissioner R&E, Commissioner and the Mayor,” Rajinder Sharma informed.
After 7-1 notice there should be 7-3 notice within three days if reply to the earlier notice remains unsatisfactorily. If 7-3 notice is not issued then notice of 8-1 for sealing the complex is issued.
“But a wrongdoing was going on and the Enforcement Officers were not issuing notices of 7-3 as their palms were greased. Now as the system has been made online such concerned officers become bound to issue notice of 7-3 following that of 7-1,” the Mayor said adding that the development shall largely end the harassment being faced by the public otherwise and the officers on the other hand will also become accountable as avoiding action by them will put them under scanner.
Sharma informed that this is a biggest change in building section which will act as another strong step for ensuring ‘Imandar Jammu, Shandar Jammu’-the public friendly anti-corruption campaign launched by the Mayor himself to eradicate corruption from the government machinery.
Rajinder Sharma also said that similarly another online portal has been started for grievance redressal.
“Earlier responding to grievances the officers used to write on papers that the concerned grievance has been addressed but now public has been empowered to reopen the file of their grievances if they are not satisfied,” he maintained adding: “In this way the concerned officer dealing with a particular grievance will again get it and if the same grievance visits a particular officer thrice then action shall be taken against him/her.”
For revenue collection also the mobile phone app shall have the provision.
“Earlier the officials of JMC used to issue payment receipts for payments and one who paid Rs. 500 used to get the receipt of Rs. 300 and in this way Rs. 200 were swindled,” the Mayor continued adding that the online payment will prevent this wrongdoing and will also fulfill PM Modi’s dream of cashless transactions.
By these three new developments the Mayor has started brilliant steps to for ‘Imandar Jammu, Shandar Jammu’ to make facilities ensuring transparency and accountability and end the culture of corruption.
It is pertinent to mention here that the anti-corruption campaign of the Mayor has took the entire of Jammu with a wage of joy with everyone from youth to the senior citizens extending support for the noble purpose.
Earlier the Mayor Rajinder Sharma, who is also General Secretary of All India Mayors Association played an active role in putting an end to the use of polythene bags wherein he led a campaign for that which was supported by entire of Jammu region and had backing of top bureaucracy of J&K.
