Principal, AEE, JE held in corruption cases after 3 years

JAMMU: After three years of investigations into a case of alleged misappropriation, the State Vigilance Organisation (SVO) on Monday arrested Principal Government Degree College Reasi besides an Assistant Executive Engineer (AEE) and Junior Engineer(JE) of Public Health Engineering) for their involvement in corruption cases registered in 2014.
Professor Hemla Aggarwal, presently Principal Government Degree College Reasi, has been arrested for her involvement in irregularities in making purchases of computer items as Principal SPMR College of Commerce, Jammu in 2014.
FIR 23/2014 was registered under Prevention of Corruption Act Svt 2006,120-B RPC against Prof Hemla Aggarwal on August 16, 2014.
Director State Vigilance Orgainsation Munir Khan said, “On the basis of an enquiry conducted by Vigilance Organization to enquire into the allegations regarding irregularities in purchases made by Professor Hemla Aggarwal, then Principal SPMR College of Commerce, Jammu, a case was registered against her and Jagdish Kumar, the then Sr. Assistant of the same college.” During the course of investigation, the I-Mac system along-with other seized articles were sent to CFSL, Hyderabad and expert opinion obtained.
Further investigations into the matter revealed that Prof Hemla by abuse of her official position and in conspiracy with others, purchased I-Mac system and other softwares namely Final Cut Plugging, Edius 4 Canopus and Adobe Master Collection CS3 for personal use and thereafter in connivance with other accused persons, got prepared false/factitious bills against these items, causing loss to the state exchequer for an amount of Rs. 4,05,200. On the prima facie establishment of offences against Hemla Aggarwal presently Principal Government Degree College Reasi and to carry out detailed questioning regarding her involvement in instant case, she has been taken into custody by the Vigilance Organisation.
Further investigations into the case have been started.
Meanwhile, in another case, the SVO on Monday arrested Rakesh Kumar ( the then AEE PHE (M&P) Sub. Division Ist Zainakot Srinagar), son of Dharam Chand, resident of EP-1062 Kacchi Chowni Jammu at present Pamposh Colony Sector -4 Janipur Jammu and Syed Aijaz Hussain (the then JE ( Store Keeper) PHE (M&P) Sub. Division Ist Zainakot Srinagar). Both the officers are accused in FIR 41/2014.
The said FIR was registered after a verification was conducted which revealed that on September 26, 2013, PHE (M&P) Sub. Division Ist Zainakot Srinagar received 32.585 Metric Tons ( 1798.692 Meters) of M.S Pipes (125mm X5.4mm) from M/S Dadu Pipes (P) Ltd Ghazi Abad Vide GR No. 145 and instead of adding the received supply to the balance stock of 231.050 Metric Tons( 12754.39 meters), it has been subtracted from it. The remaining balance has been shown 198.47 ( 231.050-32.585) metric Tons instead of 263.635 ( 231.050+ 32.585) Metric tons, and accordingly misappropriated, thereby causing a huge loss which has been worked out as Rs 34,39,141/- to the state exchequer. Further investigation of the case is under process.
