Generous attention of the Director Fund organisation J and K, Jammu/Srinagar is focused towards the fact that most of the District Fund Offices of the State including the District Fund Office, Rajouri and District Fund Office Migrant Cell situated at Sarwal Jammu do not issue the GP Fund Schedules to the concerned DDO (s)-Drawing and Disbursing Officers in a consolidated manner barring some exceptions when these Fund Offices receive the inputs from the concerned, respective Treasury Officers every month and these Districts Fund Offices of the State are supposed to submit the GP Fund schedules in a consolidated manner to the DDO(s) after the end of the financial year every year i.e. in the month of April every year. But most of the institutions-departments have not received these schedules for the past couple of years and the example is that of Government Higher Secondary School, Lamberi Rajouri and Health, Medical and Family Welfare Departments of Migrant Cell District Baramulla. It is very strange that even after computerisation and allotment of computerised code/GPF A/C No. the said Fund Offices do compel the GPF subscribers to collect, receive their individual schedules from the Fund Offices after. Here, I as a citizen as well as a GPF subscriber fall to understand why it is so?
In District Rajouri many other departments have not been issued the GP Fund schedules for the past many years reportedly and in the absence of GPF Schedules the subscribers do face a lot of difficulties for no fault of theirs in withdrawing their GPF Refundable/Non-Refundable GPF Advance from their respective GPF Computerised Code A/C Nos. for the study of their children, repairs of houses and Yagtneopavat and marriage ceremonies of dauthers etc.
The District Fund Office Migrant Cell Jammu is the only Fund Office of the State which has not been computerized as yet and the migrant employees are compelled to open new/fresh GPF A/C Nos. at the time of inter-district/inter-division promotions and transfers and as such this office needs to be computerised at the earliest for the facilities of the GPF subscribers and the staff of the Fund Office as well. It is pertinent to mention here that the GP Fund is a hard earned money of an employee and is not an extra buck. So, there must be accurate record, perfect accountability and speedy disposal of it.
Besides, it is unfortunate that most of the GPF Schedules when compared and compiled with the GPF statements issued by the DDO (s) do no tally at all and are of no use and there are many missing credits found in the GPF Schedules which also puts the subscribers to problem for no fault of theirs.
Therefore, a fervent plea is made to the Director Fund Organisation J and K Jammu/Srinagar to kindly investigate the matter and direct all the Chief Accounts Officers-CAO(s) of all the District Fund Offices to submit the GP Fund Schedule to all the DDO(s) after every financial year i.e in the month of April every year up to the year 2015-16 in the best interest of lakhs of GP Fund subscribers of the State so that they may not suffer any more. Hope for an early positive action in the matter.
