The matter of OBC survey released by Dy. Commissioner Udhampur has been viewed very seriously in AIBCU’s meet in which the total population of the OBCs has been shown in the whole district as 24,247 for 4800 families with 13,391 males and 10,856 females.
It is a matter of grave concern that a reminder dated 9th March 2016 was issued to all the DCs of the State and that was the third reminder issued by the Social Welfare Department which might have reached the DCs after atleast 15-20 days in a normal way of posting as it was not a Speed Post posting.
Then question arises that what parameters Dy. Commissioner Udhampur adopted for the OBC-survey that he released the OBC-survey list. No body conducted the survey in the field and no body visited OBC families, then how this manipulated survey list came out with the meager number of OBCs as only one caste, Dhobi claims to be about 70,000 in Udhampur.
In 1931, the population was 52 per cent as per Mandal Report and after 90 years. DC of Udhampur has calculated the OBC number as low that population of the OBC people reduced and population of the others increased.
Social Welfare Department should take cognisance of this non-serious approach by Dy. Commissioner as to show so much low OBC-population. He has also not mentioned the total population of the Udhampur Distt.
The only possible calculation could be from the 2011 economical caste-based survey which we followed very seriously at that time but the concerned survey officers showed their helplessness. There were no mandatory instructions to the officers through the instruction booklets for the caste entry and when enquired from one of the officers he showed us the booklet with no instructions of caste entry as mendatory.
So the 2011 Economical-Caste based survey was not a caste based survey.
Now the Govt. issued orders for only OBC survey in 2014 but were ignored. This manipulated OBC survey out of 2011 Economical-Caste based is totally wrong. So DC Udhampur should once again think over this and conduct OBC-survey in reality and there is no reason for patting the backs of the revenue officers for this useless OBC-survey exercise.
Besides, Chief Minister Mehbooba is also appealed to re-direct the Dy. Commissioners of the State to take the right parameter for the OBC-survey by engaging staff to go into the field for the real OBC-survey.
It is hoped that authorities under discussion will definately re-thing and act accordingly.
