One thing which is missing in Mehbooba Govt. is the OBC-representation. Where OBCs form more than 50 per cent of the State population!!
Becoming of Mehbooba Mufti the first women Chief Minister in J and K State is the historical moment in the country in general and in the State in particular, is warmly welcome by the State OBCs, who were expecting their due representation in Govt. but the composition of the ministry is somewhat dejecting. Some daily newspapers have pointed out the area-wise representation where either representation is nil or not sufficient but representation of the State OBCs with such a population has been washed away. When Chief Minister and ministers take oath of the Indian Constitution, then a complete care for its implementation should also be taken for.
State OBCs pinned hopes that Mehbooba will do justice with the State OBCs and shall not commit the blunder done by the previous Govt. of 10 months stint in which Govt. appointed eight MLCs from the Governor Quota ignoring the Art 50(6) of State Constitution under which three OBC MLCs in the State were mandatory. Besides, the BJP-PDP Govt. of 10 months stint appointed all the Vice Chairperson of the Advisory Boards except the State OBC-Advisory and Development Board for the reasons best known to the rulers.
It is hoped that the new dispensation shall take care of State OBCs who have been struggling for their due share of 27 per cent vide Apex Court’s Judgment of 1992 on Mandal Report. State OBCs do not attach any sense of development and secularism without the implementation of social justice.
