JAMMU: Various members raised issues of public importance during Zero Hour in the Legislative Council on Monday.
Vibodh Gupta raised issue of border shelling victims of Nowshera area and demanded compensation for them.
Dr Bashir Ahmad Veeri said the Tax Deduction at Source (TDS) rules for Government employees especially the Education Department are not being implemented in letter and spirit. He said the tax is being deducted at the end of every financial year which otherwise needs to be deducted on monthly basis. Ali Muhammad Dar said the family members of a deceased Legislator are being pressurized to give-up the security vehicle which was allotted to the MLC and demanded the vehicle be kept with them for the time being.
Surinder Mohan Ambardar raised the issue of the functioning of Relief Organization, Jammu and demanded for constitution of a House Committee which will exclusively look into the matters of the organization and probe the alleged loss to the state exchequer.
Zafar Iqbal Manhas said 250 candidates of twin districts of Shopian and Pulwama should be again absorbed in the Police Department who were selected in 2010 and whose services were recently terminated by the Department. He said these are trained police personnel and in view of this aspect they need to be engaged immediately.
Ghulam Nabi Monga demanded construction of bridge on priority near Fish Market Baramulla which was damaged three years back and said the bridge is very important having immense public importance and the people especially the shopkeepers are facing tremendous problems in absence of the bridge.
Shahnaz Ganai demanded setting up of a separate Hill Development Council for border districts of Poonch and Rajouri on the pattern of Ladakh and Kargil Hill Development Councils. She said the development of these districts under HDC will surely change the economic condition of the people of the area.
Ramesh Arora said adulterated eatables being sold in the markets need to be checked as the same is life threatening. He said the spurious drugs allegedly being provided to the patients in Government hospitals also need to be stopped immediately.
Sham Lal Bhagat raised the issue of functioning of various hospitals in district Doda and demanded posting of MBBS doctor against the available post at PHC Assar. He also demanded for posting of sufficient doctors and paramedics in various hospitals of district Doda.
Saif-ud-Din Bhat said due to chilling cold and harsh winter, the pipeline of the PHE department has been damaged in the Khansahib Constituency due to which the people are facing tremendous hardships. He demanded for immediate change of damaged pipes and restoration of the water supply in the area.
Jugal Kishore demanded for immediate snow clearance from the roads leading to Mongri and Panchari areas in Udhampur district which are closed due to heavy snowfall. He said the people of the area are suffering for want of transport facilities because of closure of these roads.
Yashpal Sharma urged for restoration of power infrastructure in borders areas of Poonch damaged due to heavy snowfall. He also demanded for immediate construction of protection bunds in Poonch district to avoid flood threat to Poonch city.
Naresh Kumar Gupta said the VDC members are exclusively meant for a special purpose for guarding a particular village but members of various VDCs of Bhaderwah and Doda villages have been attached with the District Police Lines. He said the members should be sent back to discharge their duties in the respective villages.
Yasir Reshi urged the Government to upgrade the healthcare facilities in the State.
Sajad Ahmad Kichloo demanded starting of chopper services for the far flung snowbound areas including Madwa, Paddar, Dachan as the people of these areas particularly the patients are facing tremendous difficulties due to closure of roads following heavy snowfall in the area.
Javid Ahmad Mirchal urged the Government that it should review the policy under which the ration is being provided to the people of the state. He demanded for enhancement of ration quota for the people of border areas.
Charanjeet Singh Khalsa demanded that the Government should look into the circumstances which lead to long traffic jams in Gandhi Nagar especially during peak hours.
