Ladakh digitises land records to strengthen transparency & good governance, says LG Ladakh

LEH: The Lieutenant Governor of Ladakh, Kavinder Gupta, on Monday launched the Ladakh Land Records Web GIS Portal developed by the Revenue Department, marking a major milestone in Ladakh’s journey towards good governance and digital transformation. The portal aims to provide citizens with simple, transparent, and reliable access to land record services.

Addressing the gathering, the Lt Governor described the launch of the portal (https://landrecords.ladakh.gov.in) as a significant step towards citizen-centric governance. He emphasised that land records form the backbone of effective administration, as clear, updated, and authentic records are essential for safeguarding citizens’ rights and supporting development planning and policy decisions. He noted that Ladakh’s land records are being modernised through a technology-driven system to ensure direct public benefit.
Kavinder Gupta expressed satisfaction over the phased digitisation of land records for revenue villages across Ladakh, which will enable online access, reduce the need for repeated office visits, enhance transparency, minimise disputes, and strengthen public trust in the administration. He highlighted that modern survey techniques are being used to accurately record actual land conditions, ensuring reliability and legal clarity, particularly important in Ladakh’s geographically challenging terrain.
The Lt Governor stated that the initiative reflects the Central Government’s strong commitment to the people of Ladakh and aligns with Prime Minister Narendra Modi’s vision of Digital India, Ease of Living, and Inclusive Development, ensuring that even remote and border areas receive robust digital infrastructure and services. He added that making the administration responsive and efficient through technology remains a top priority of the government.
Quoting former Prime Minister Atal Bihari Vajpayee, Kavinder said that good governance rests on transparency, accountability, protection of citizens’ rights, and public sensitivity. He noted that initiatives such as the digital land records portal are strengthening trust and making governance more responsive, efficient, and future-ready.
Joint Secretary, Department of Land Resources, Government of India, Kunal Satyarthi, praised the UT Administration for achieving a level of advancement seen in only a few states and invited Ladakh to participate in the NAKSHA pilot project under the Digital India Land Records Modernisation Programme.
Chief Secretary Dr. Pawan Kotwal highlighted that documents issued through the portal are legally valid and usable for loans and other purposes, reiterating the goal of saturating digital land records across UT Ladakh.
Assistant Commissioner Revenue, Leh, Shabbir Hussain, informed that 18 land record-related services are available on the portal and gave a live demonstration. Deputy Commissioner, Leh, Romil Singh Donk, delivered the vote of thanks.
