JMO becomes Com SMC; KAS officers condemn Govt’s move

JAMMU: The Jammu and Kashmir Administrative Service (KAS) Officers Association condemned the move of government to give additional charge of the Commissioner, Srinagar Municipal Corporation (SMC) to a Junior Medical Officer (JMO) vide order No157-GAD of 2017 dated 9th February 2017.
In the meeting held here on Friday, the participants observed that the post of Commissioner SMC has been identified as a deputation post for the Super Time Scale and falls in the Fourth Pay Band having Grade Pay of Rs 10,000, which is equivalent to the Grade Pay of Commissioner/Secretary to the Government.
Giving the charge of this post to a Medical Officer, who figures at Serial No 689 of Seniority List of Medical Officers, defies any administrative logic.
The officers urged the government to immediately withdraw the order and even if temporary charge is to be given, pending appointment of Commissioner, SMC, by the State Cabinet, it should be given to a senior officer of the State.
Giving the charge to a junior most medical officer is demeaning the post of Commissioner Srinagar Municipal Corporation, who is the custodian of the city of Srinagar.
The KAS Association also urged upon the government to review and withdraw all such similar arrangements made in the past and pave way for posting of senior officers of the State.
