JKPSA delegation calls on Commissioner Secretary Education, presents memorandum

JAMMU: A delegation of JKPSA on Tuesday met Piyush Singla, Commissioner Secretary Education and presented a memorandum.
The main points that were discussed were Co-opt a representative of a recognized school association as an expert member in accordance to the provision laid in notification 5.0. 233 of May 10, 2022; Fix the upper limit of fee so that school authorities can charge the fee from the parents in accordance to the paying capacity, topography and geographical conditions of that particular area aswas done in order no.01 of FFC of 2019; Allow all private schools to enhance their fee structure annually by 10% so that it can match with the annual inflation rate and varying price index; Strictly impose the guidelines issued by the Government of India in January 2024 to generate a transparent mechanism of teaching & learning and to curb the menace of dummy admissions in coaching centers/tutorials.
They also sought display of the list of all schools which are de affiliated/ de recognized/ unrecognized before the commencement of new Academic Session i.e. before April 1, 2024 on all the official websites so that parents can migrate their children to the government/recognized private schools at the beginning of the academic session; Fix the rates of dynamic affiliation fee (Up gradation / Affiliation) on the basis of per student instead of combined enrollment for granting justice to the schools having low enrollment; generate a time bound and single window clearance mechanism for the issuance of NOCs from the different departments which are needed for the affiliation/extension/ recognition of private schools.
They demanded immediately issue instructions to JKBOSE to de-tag all such schools which are constructed on proprietary/ own land and which have registered their students of class 9th and 11th in the academic session 2022-24, so that such students of class 10th & 12th now can appear from the same school from where they have been registered.
The urged Commissioner Secretary Education to organize orientation programs to promote the proficiency of the teachers serving in the private schools at all district head quarters through District Institute of Education and training (DIET) to support the main objective of education at the grass root level for the effective implementation ofNational Education Policy 2020.
Singla discussed all the points and assured full cooperation by the department to improve the education system and resolve the genuine issues.
The members present were Kamal Gupta, Ajay Gupta, Satpal Mansotra, Naresh and Deepak Handa.
