JAMMU: State Vigilance Organisation (SVO) on Friday arrested former Executive Officer of Municipal Committee (MC) Katra while a Sanitary Officer (SO), who was also involved in the illegal appointment case, managed to flee.
According to a report, the Vigilance registered FIR 8/2017 under Section 5 (1) (d) read with 5 (2) J&K P.C Act 2006 and Sections 120-B and 201 RPC against Ravi Kumar, the then Executive Officer and Nitin Sharma Sanitation Officer, MC, Katra on the basis of verification conducted into the allegations of illegal appointment of Nitin Sharma as Sanitation Officer in MC Katra.
The verification revealed that Nitin was initially engaged as daily wager in MC Katra and thereafter his services were regularised as Sanitary Inspector on 1st March 2006 on the basis of Municipal Committee Resolution passed on 29th November 2005 and as per the approval of Director Urban Local Bodies Jammu dated 3rd January 2006 vide order No. M/K/2006/1020-21 dated 23rd January 2006 issued by Ravi Kumar the then Executive Officer, Municipal committee, Katra.
The Vigilance verification further revealed that Ravi Kumar had projected Nitin’s case for regularisation as Sanitary Inspector without any advertisement or interview. Verification has also revealed that the Executive Officer was not competent to issue such order and it further revealed that no approval for regularisation had been issued in favour of Nitan by Director Urban Local Bodies, Jammu. It was also found that the service record of the beneficiary was deliberately misplaced/ destroyed during the tenure of Ravi Kumar, the then Executive officer to conceal this criminal act. Ravi Kumar, the then Executive Officer, Municipal Committee, Katra, by misusing his official position and in league with the beneficiary, had extended undue favour/benefit to the the beneficiary by appointing him as Sanitary Inspector in gross violation of rules. The investigation of the case has been taken up and Ravi Kumar, the then Executive Officer has been arrested. The accused was also involved in FIR 21/2006 wherein in Challan against him has already been produced in the competent court of law.
