Foreign timber procured at exorbitant rates Ex-MD among 3 SFC executives, others booked

JAMMU: The State Vigilance Organisation (SVO) on Wednesday booked former Managing Director, General Manager (T&M), Director Finance of State Forest Corporation (SFC) and proprietors of a Gujrat and a Srinagar based supplier firms for hatching a conspiracy to procure 92000 Cfts of imported timber at highly exorbitant rates.
According to SVO, the accused have been identified as Abdul Qayoom Khan, the then Managing Director J&K, SFC, J. Frankoi the then General Manager (T&M) J&K SFC and Subash Chandar Sharma, the then Director Finance , J&K SFC besides proprietor of supplier firms M/S Green Gold Timber Pvt Ltd Padana Kutch Gujrat, M/S Abdul Gani Kichloo and Sons, Harnag Anantnag and others. A verification, conducted into the allegations of procurement of foreign timber for rehabilitation of flood/cloud burst victims of Leh, has revealed that during Oct-Nov-2010 , these public servants in connivance with suppliers hatched a conspiracy by procuring 92000 Cfts of imported timber like Pinus, Sylvestris and Picea-abies for distribution among flood /cloud burst victims in Leh at highly exorbitant rates of Rs 950 Per Cft for Sylvestris and Rs 840 per Cft for Picea-abies as compared to rates of Rs 800 and 690 per Cft respectively from the accused supplier firms as against approved rates of LAHDC and the rates fixed by the Assistant Director CAPD Leh. They procured the timber in violation of set norms/rules, thereby causing wrongful loss of Rs 95,51,479 to the State exchequer and corresponding wrongful gain to the supplier firms.
Findings of the verification have prima-facie established the commission of offences u/s 5(1)d read with 5(2) P.C Act and Section 120B RPC against the accused persons. Accordingly FIR 12/2016 has been registered and further investigations have been set in motion.
