CB books Patwari for tampering Girdwari records

JAMMU: The Crime Branch, Jammu on Monday registered a case against Patwari Muzaffar Hussain for alleged tampering of Girdwari records.
The patwari in-question is now serving as Girdawar of Pakalan circle in Kishtwar district of the state.
According to Crime Branch, a complaint was lodged by Ajaz Ahmed, son of Ghulam Hussain Lone, resident of Mandri-Trigam, Kishtwar against Muzaffar Hussain for alleged tampering of revenue records. The Crime Branch also received an order passed by J&K State Vigilance Commission dated August 17, 2016 through Deputy Registrar, J&K State Vigilance Commission vide communication No. SVC/Complt/828/2015 dated October 18, 2016 with the direction to register a formal case for conducting thorough investigation.
After scrutiny of report submitted by Additional Deputy Commissioner (District Vigilance Officer), Kishtwar and hearing of complaint by State Vigilance Commission, it was found that the patwari in-question was involved in tampering of the revenue records and registers. It was also found that he had prepared forged and fabricated mutations by resorting to fraudulent means, in sheer misuse of his official position.
During the enquiry, it was revealed that revenue records namely Khasra Girdawari registers had been tampered from time to time, mutations under LB-6 of village Trigam and Dool had not been attested as per the requirement of the rules, additions and alterations had been made by tampering in the concerned revenue registers, thereby, giving benefit by showing the possession of the beneficiaries.
It was also found that variations and insertions had been made in the revenue records by alleged Patwari namely Muzaffar Hussain who had also prepared forged and fabricated mutation bearing Nos. 1355-LB-6, 1354-LB-6 and 1479-LB-6 illegally to give undue benefits to the beneficiaries.
The omissions and commissions, therefore, on the part of Patwari Muzaffar Hussain, who is now serving as Girdawar, circle Pakalan in Kishtwar and the beneficiaries, prima facie, constitute offences punishable under Sections 420, 465, 466, 467, 468, 471 and 120-B RPC read with Section 5(2) P.C Act Svt. 2006.
