Bunty-Bubli Case: CB to take action against JMC officers for hampering investigations

Fearing involvement of their officials, JMC deliberately delaying to handover record to investigators

JAMMU: Probing the Bunty Bubli scam, the Crime Branch wing of the Jammu and Kashmir Police is likely to stern take action against the officers/officials in the Jammu Municipal Corporation (JMC) who are hampering the investigations by delaying to pass relevant record to the investigators to establish impersonation, cheating and fraud committed by Anita Sharma (Bubli), resident of 23 B/C Gandhi Nagar, wife of Shiv Kumar Sharma (Bunty), a known financer, fruit dealer and wine merchant.

On June 1, 2023, the CB wrote letter number CBJ/DySP/BDD/FIR/48-23 to the JMC seeking building permission files related to accused Anita Sharma’s case. The CB letter stated that the all files related to building permission in original be handed over to CB before June 9, 2023 to investigate the scam allegedly committed by Anita Sharma alias Babli, wherein loss of lakhs of rupees was effected on government exchequer.
However, adopting delay tactics, there was no response from the JMC to CB. After series of reminders to JMC Commissioner from CB, two files related to accused Anita Sharma case were handed over to Crime Branch on July 22, 2023 after a lapse of over one and half month and that too incomplete record. Now on July 25, 2023, the CB has against written to JMC Commissioner vide letter number CBJ/DySP/BDD/FIR/48-23/22547-48 seeking all concerned litigation/correspondence files related to Anita Sharma case.
The Crime Branch further revealed that two more cases—OWP 118 of 2016 and OWP 974 of 2008 against Bunty-Bubli family regarding severe building violations, are sub-judice in J&K High Court.

Sensing some foul play, the CB sleuths are likely to take action against JMC officer/officials who are unnecessarily delaying to share accused Anita Sharma’s record with the Crime Branch and hampering the investigations. Sources informed that the JMC officers are delaying handing over the record to CB to save their officers /officials who were hand-in-glove with accused Anita Sharma in committing the fraud and cheating, which effected loss of lakhs of rupees to JMC.
Babli (Anita Sharma) was booked by Jammu Crime Branch under FIR 48/23. On June 15, she was granted bail in a case registered against her under sections 420/120-B IPC for impersonation, cheating and fraud. Anita Sharma, resident of 23 B/C Gandhi Nagar, is wife of Shiv Kumar Sharma (Bunty), a known financer, fruit dealer and wine merchant.
“The bail is subject to conditions that Anita Sharma (Bubli) shall cooperate with the Investigating Officer as and when directed. Anita Sharma shall not leave the J&K UT without the prior permission of the court and she shall not influence any witness. She shall also not contact any witness conversant with the facts of the case so as to dissuade him/her from disclosing the truth before the IO,” the bail order stated.
According to FIR 48/23, Anita Sharma alias Bubli impersonated as the owner of House Number 84/110-A, Gandhi Nagar and tried to cheat Jammu Municipal Corporation (JMC) to get under process certificate which she used to befool municipal officers during construction of House Number 44 D/C Gandhi Nagar whenever officials of Municipal Corporation approached at the site. Anita Sharma used to tell to the concerned officials that she has applied for the building permission to JMC on August 12, 2019. To substantiate her point, she used to show false documents by concealing the factual position. This, in the process, caused a huge loss to the JMC and the state exchequer by not depositing the requisite Building Permission Fee by adopting fraudulent means. The illegal construction was in gross violation of the setbacks and other norms of the JMC.
