BJP’s ‘Sankalp Patra’ for Naya Jammu and Kashmir

Jammu: For New Jammu and Kashmir, the Union Home Minister, Amit Shah, on Friday released the much awaited ‘Sankalp Patra’ (manifesto) of the BJP for the Assembly elections in J&K, which promises that the party will completely wipe out terrorism and separatism.
“We will wipe out terrorism and separatism and make J&K a leader in development and progress,” Amit Shah said while releasing ‘Sankalp Patra’ here this evening.
The ‘Sankalp Patra’ promises to enhance women’s financial security and self reliance by implementing ‘Maa Samman Yojna’ to provide Rs 18,000 to senior most woman in every household of J&K per year.
It also promises to provide assistance for Women SHGs on the issue of interest of bank loans.

Two free LPG cylinders will also be provided every year to the Pradhan Mantri Ujjwala yojana beneficiaries.
The ‘Sankalp Patra’ also promises to create 5 lakh employment opportunities in J&K. Rs 3000 will also be provided yearly as college allowance to students under ‘Pragati Shiksh Yojna’. ‘Sankalp Patra’ also promises to provide tablets and laptops to students studying in higher secondary classes in remote areas.
Three regional development boards will also be set up to monitor saturation of government schemes and craft programmes to meet aspirations of the Jammu region. There will be tourism development and industry development at Doda, Ramban, Kishtwar, Rajouri, Poonch, Udhampur and Kathua.
‘Sankalp Patra’ also promises developing Dal Lake as world class tourist destination and promoting water sports.
Amusement Park in Tatto Ground in Srinagar will be set up. An IT hub as special economic zone will also be set up in the Jammu City. ‘Sankalp Patra’ also promises to develop Gulmarg and Pealgam as modern tourist towns.
‘Sankalp Patra’ promises to develop Tawi River Front similar to the Sabarmati River Front. A separate Lake Development Authority for Ranjit Sagar Dam will also be created for promoting tourism.
‘Sankalp Patra’ also promises to draft a new policy to address the issues facing 7000 existing MSME units in J&K. Most importantly, ‘Sankalp Patra’ promises free allotment of 5 Marlas for landless beneficiaries through ‘Atal Awas Yojna’.
A scheme for power and water consumers would be brought to give relief to them from outstanding bills. ‘Sankalp Patra’ also promises to provide drinking water through ‘Har Ghar Nal Se Jal’.
The pension of the old age and the Divyangs would be tripled to Rs 3000 from Rs 1000. ‘Sankalp Patra’ also promises to provide affordable healthcare for all by increasing the coverage of Ayushman Baharat scheme by an additional Rs 2 lakh from Rs 5 lakh.
‘Sankalp Patra’ also promises to add 1000 new seats to existing and upcoming medical colleges. Rs 10,000 will be provided under PM Kissan Samman Nidhi, comprising the existing Rs 6000 along with an additional Rs 40000.
Reduced power tariffs will be implemented and lowered up by 50 per cent for agricultural activities. Reservation in promotion will be ensured for government employees and transfer policy will be created.
‘Sankalp Patra’ also promises to give 20 per cent quota to Agniveers in J&K Government jobs and police. The grievances of the daily wagers/adhoc/contractual employees will also be addressed.
‘Sankalp Patra’ also promises to build 10000 kms of new rural roads to ensure that no village remains behind and the projects like Sadhna Pass Tunnel, Katra Banihal Railway Tunnel would be completed.
Metro services will also be expedited in Jammu and Srinagar. ‘Sankalp Patra’ also promises to reconstruct and rejuvenate 100 ruined temples.
A concerted drive will be undertaken to address illegal Rohingya and Bangladeshi settlements in J&K.

BJP’S 25 PROMISES FOR A NEW JAMMU KASHMIR

  • By wiping out terrorism and separatism, we will make Jammu and Kashmir a leader in development and progress in the nation.
  • To further propel Prime Minister Narendra Modi’s vision for women-led development in Jammu and Kashmir, we will prioritise enhancing women’s fnancial security and self-reliance by:
    ✅ Implementing ‘Maa Samman Yojana’ to provide ? 18,000 per year to the senior most woman in every household in Jammu & Kashmir
    ✅ Providing assistance through the state government for Women SHGs on the issue of interest on bank loans
    ✅ Providing 2 free LPG cylinders every year to the Pradhan Mantri Ujjawala Yojana beneficiaries.
  • Through Pandit Prem Nath Dogra Rozgar Yojana (PPNDRY), we will create 5 lakh employment opportunities in Jammu & Kashmir.
  • We will provide Rs 3,000 yearly through DBT as travel allowance to college students under the ‘Pragati Shiksha Yojana’.
    ✅ We will enable the youth of Jammu & Kashmir preparing for competitive exams like JKPSC and UPSC by:
    ✅ Ensuring fair and just recruitment processes, with timely interviews
    ✅ Providing a reimbursement of coaching fees to the tune of Rs 10,000 for 2 years
    ✅ Reimbursing the travel costs to examination centres and one-time application fee.
  • We will provide tablets/laptops to students studying in higher secondary classes in remote areas
  • We will promote and develop the economy in Jammu-Kashmir, with specific emphasis on:
    ✅ Setting up three regional development boards to monitor saturation of government schemes and craft programmes to meet the aspirations of the Jammu region
    ✅ Tourism industry development at Doda, Kishtwar, Ramban, Rajouri, Poonch and upper reaches of Udhampur, Kathua
    ✅ Developing Dal Lake in Srinagar city as a world-class tourist destination and promoting water sports
    ✅ Setting up an Amusement Park in Tattoo Ground in Srinagar
    ✅ Setting up an IT hub as a Special Economic Zone (SEZ) at Jammu city Develop Gulmarg and Pahalgam in the Kashmir Valley as modern tourist towns and enhance the necessary infrastructure
    ✅ Establishing pharmaceutical park in Udhampur and an AYUSH Herbal park in Kishtwar
    ✅ Developing the Tawi Riverfront similar to the Sabarmati Riverfront in Ahmedabad, Gujarat
    ✅ Creating a separate lake development authority for Ranjit Sagar Dam thereby promoting tourism
  • To support existing businesses and small traders the following will be done
  • A new policy will be drafted to address the issues facing 7,000 existing MSME units in Jammu and Kashmir so that access to land and public utilities will be addressed
  • Issues around regularisation of lease deeds of small traders and shopkeepers that are currently operating in existing markets and commercial spaces will be done in a time-bound manner
  • Initiate steps to resolve the problems of MSME units and workers.
    ✅ We will ensure free-allotment of 5 Marlas for landless beneficiaries through a Atal Awas Yojana.
    ✅ We will address issues with utilities and other public services in Jammu Kashmir by providing:
  • A scheme for relief from outstanding bills of electricity and water for all consumers
  • Drinking water through ‘Har Ghar Nal Se Jal’
  • A scheme for relief from outstanding bills of electricity and water for all consumers
  • Drinking water through ‘Har Ghar Nal Se Jal’
  • Free electricity through PM Surya Ghar Muft Bijli Yojana, with an additional subsidy of Rs 10,000 to households for solar instrument installation.

    ✅ We will triple the old age, widow and disability pensions from Rs 1,000 to Rs 3,000, guaranteeing a life of dignity for the vulnerable groups.
    ✅ We will ensure affordable healthcare for all by increasing the coverage of a Ayushman Bharat Sehat Scheme by an additional Rs 2 lakhs from Rs 5 lakhs.
    ✅ We will add 1,000 new seats to existing and upcoming government medical colleges.
    ✅ We will provide Rs 10,000 under PM Kisan Samman Nidhi, comprising the existing Rs 6,000 along with an additional Rs 4,000, thereby ensuring the wellbeing of farmers in Jammu & Kashmir.
    ✅ We will implement reduced electricity tariffs, lowered by up to 50%, for agricultural activities, making it more affordable for farmers to operate irrigation pumps and other machinery.
    ✅ We will implement reforms for government employees which will:

  • Ensure reservation in promotion for Scheduled Castes and Scheduled Tribes within government services

  • Create a transfer policy for all the employees specifically for Scheduled Caste and other employees working in Kashmir Valley.
    ✅ We will give a 20% quota to Agniveers in J&K government jobs and police recruitment, and will follow the Jammu-Kashmir reservation policy without afecting the general quota.
    ✅ We will address the grievances of long-serving adhoc/contractual/daily wage employees. Additionally, we will provide targeted additional support to address the grievances of crucial community workers such as Anganwadi Workers, ASHAs, NHM workers, Rehbar-e-Khel employees (ReK), Community Information Centre (CIC) operators, Home Guards and National Youth Corps (NYCs).
    ✅ We will build 10,000 km of new rural roads to ensure that no village is left behind. Further, we will complete projects like Sadhna Pass Tunnel, Katra-Banihal Railway Tunnel under the ‘Har Tunnel Tez Pahal’ Yojana for seamless connectivity in Jammu & Kashmir.
    ✅ We will expedite the metro services in Jammu and Srinagar to improve urban connectivity and enhance mobility.
    ✅ We will undertake the reconstruction of Hindu temples and shrines under Rishi Kashyapa Pilgrimage Rejuvenation Drive. We will restore 100 ruined temples and further develop existing temples, including the Shankaracharya Temple (Jyeshteshwara Temple), Raghunath Temple, and Marthanda Sun Temple, with the active participation of religious and spiritual organisations
    ✅ We will undertake a concerted drive to address illegal Rohingya and Bangladeshi settlements in Jammu & Kashmir.
    ✅ To ensure the safe return and rehabilitation of the Kashmiri Pandit community, we will launch the Tika Lal Taploo Visthapit Samaj Punarvas Yojana (TLTVSPY). We will also expedite the rehabilitation of West Pakistan refugees, POJK refugees and internally neglected communities like Valmiki and Gorkhas. We will ensure that the displaced persons of Jammu division get all the due benefts security and protection that the displaced persons from Kashmir are given
    ✅ We will publish a white paper and ensure accountability for all victims of terrorism, for this we will:

  • Fast track cases

  • Bring justice to the victims

  • Ensure rule of law in the region.
    ✅ We will conduct a free and fair census, unlike yesteryears, thereby ensuring proper decision making, focusing on inclusive development, with targeted interventions for marginalised communities.
