Amusement Park at Tattoo Ground; 11-member panel to coordinate planning, execution of project

JAMMU: The government on Tuesday constituted Committee for coordinating planning and execution of the project “Development of World Class Amusement Park at Tattoo Ground, Srinagar.
“Sanction is accorded to constitution of a Committee for coordinating, planning and executing of the project “Development of World Class Amusement Park at Tattoo Ground, Srinagar”, in terms of laid down norms/rules/laws/ guidelines/Master Plan,” reads an order issued by Sanjeev Verma, Commissioner/ Secretary, General Administration Department.
As per order, the committee will be headed by Administrative Secretary, Industries & Commerce Department as its Chairman while Divisional Commissioner, Kashmir; Representative of Home Department (Not below the rank of Additional Secretary); Representative of Finance Department (Not below the rank of Additional Secretary); Representative of Housing & Urban Development Department (Not below the rank of Additional Secretary); Representative of Tourism Department (Not below the rank of Additional Secretary); Representative of Revenue Department (Not below the rank of Additional Secretary); Representative of Law Department (Not below the rank of Additional Secretary); Representative from Municipal Corporation, Srinagar; Representative from Srinagar Development Authority; Representative from Town Planning Organization, Kashmir will be its Members.
“The Committee shall co-opt any member, for the purpose of smooth implementation of the project and shall be serviced by the Industries & Commerce Department,” it added.
“The Committee shall propose a roadmap for establishment of structure and nature of Special Purpose Vehicle (SPV) based on Request for Proposal (RFP), in consultation with Ernst & Young LLP, which has been engaged for providing Transaction Advisory, Investment Promotion for Development of Theme/ Amusement Park in J&K,” the order stated and added, “It also to study the Site Assessment Report (SAR), Theme Park Bench-marking Study Report, Investment Promotion Strategy, Project Structuring, Project Procurement, and Project Management Structure to be prepared by Ernst & Young LLP.”
The committee shall study and recommend upon draft bid document, issuance of RFP, evaluation of RPF for selection of concessionaire and signing of concession agreement and act as a recommending body to place the proposals for accord of sanction of the respective competent authority, throughout the project, as and when required,” the order further stated.
