Accountability not fixed

Dear Editor,
The governments are spending crores of rupees on the pay and allowances of employees to keep the civil administration ready to provide security and facilities to the public. The government also bears the expenditures of training, accommodation, pension and other benefits of the employees. Despite all this, an impression has gained ground that the civil administration, particularly the police, disappears from the scene whenever need arises and returns only when an after-storm-like silence prevails. Incidents such as the 1984 Delhi riots and the recent Jat agitation in Haryana show how the administration failed to protect the property and lives of citizens. Why is that so? Why is no one ever booked for dereliction of duty? Why is accountability not fixed?
