ACB registers FIR against VLWs, JEs, others for drawl of payments against fictitious bills

JAMMU: The Anti-Corruption Bureau (ACB) Jammu has registered a case against Khalid Najeeb Molvi Village Level Worker (VLW), Tarun Gupta Junior Engineer (JE), Shafqat Hussain JE, Naseer Rashid GRS, Amit Kumar TA, Akhter Hussain MPW, Tanveer Ahmad Shah JE, Nelofar Akhter, the then VLW; Mansoor Hussain VLW, Abdul Rehman GRS, Ghulam Rasool Butt MPW (now retired), Sajad Ahmed, the then GRS; Abdul Majid, the then MPW; Maroofa Begum, then GRS Block Dali Udhyanpur, Rahila Parveen, then GRS, Fareed Ahmed Natnoo, then VLW, son of Ghulam Ahmed Natnoo, resident of village Brishalla, Doda and others for drawl of payments against fictitious bills, inflated billing for material and non-existent works in Block Dali, Udhyanpur, District Doda.
According to ACB, a preliminary enquiry was conducted by ACB Doda to look into the allegations of drawl of payments by ACDs, BDOs and REW Doda against fictitious bills, inflated billing for material, drawl of payment against non-existent works Block Dali Udhyanpur District Doda with effect from 2014 to 2018.
During probe, it was found that a total of 1386 works under different heads have been executed for the period in question. Out of said 1386 works, 118 works were inspected randomly during probe and loss was detected in 29 works on account of less execution on ground, escalated entries in M.Book etc. besides, a work namely construction of P/Path at Gowari to road Panchayat Seel Udhyanpur was found non-existent, thereby inflicting a loss of Rs 18,75,307 on state exchequer. It was also found that excess payment was drawn in 30 works executed in Block Dali Udhyanpur, District Doda by the then BDO on the basis of measurements taken and bills prepared by respective JEs/VLWs/GRSs.
ACB found that the above named officials, under a well-knit conspiracy with others, dishonestly and fraudulently by abuse of their official position, for their ulterior motives and pecuniary gains, by drawl of fudging of record, managed payment against non-existent works and excess payment against existent ones, thus conferring undue benefit on themselves and others with consequent loss to state exchequer. ACB found that omissions and commissions on the part of above mentioned officers/officials of Rural Development Department Block Dali Udhyanpur prima facie constitute offence punishable under sections 5(1)(c) 5(1)(d) read with 5(2) of J&K PC Act Svt-2006 and Sections 465, 467, 468, 471 and 120-B RPC. Accordingly, FIR No. 07/2022 was registered at Police Station, ACB Doda.
