Two TSOs booked; involvement of senior CAPD officers surfaces

JAMMU: Unearthing a scandal involving officers of the Consumer Affairs and Public Distribution Department (CAPD) and Kerosene oil mafia, the State Vigilance Orgsnisation (SVO) on Friday detected that over 3 lakh liters of kerosene oil were supplied to 21 dealers whose licenses were not renewed since 2012 and 2013.
An FIR has been registered against two Tehsil Supply Officers, 21 fake dealers and others. The SVO investigators informed that the senior officers of CAPD were involved in this racket.
TSO Samba Kuldeep Singh and TSO Vijaypur Sahil Sharma have been booked.
These officers are alleged to have indulged in black marketing of kerosene oil in connivance with these dealers. The kerosene oil did not reach actual ration card holders at all.
Both the officers issued 1,69,000 liters and 1,41,000 litres kerosene oil to unauthorised dealers, who were not holding the licences, in utter defiance of directions from the Directorate of CAPD Jammu.
By acting in the aforesaid manner, the then TSOs Samba and Vijaypur namely Kuldeep Singh and Sahil Sharma in connivance with unauthorised dealers abused their official positions by issuing huge quantity of kerosene oil to such dealers who were not entitled for the same, thereby conferring undue benefit upon these beneficiary dealers and putting the state exchequer to loss with the corresponding gain to themselves and beneficiary dealers.
These acts of omission and commissions on the part of Kuldeep Singh and Sahil Sharma, the then TSO Samba and Vijaypur, beneficiary and others constitute the offences punishable under section 5(1) (d) read with 5(2) J&K P.C.Act Svt. 2006 and section 120-B RPC.
Accordingly FIR 12/16
has been registered and further investigations has been set in motion.
