ACB lodges FIR against Director Water Sports for violating recruitment conditions

SRINAGAR: Acting sternly against corruption, Jammu and Kashmir Anti Corruption Bureau has filed one more FIR against an official of Jammu and Kashmir Sports Council.

The official, Bilquees Mir 33, is facing the charges of not fulfilling conditions of recruitment. She recently grabbed head- lines for her appointment as the judge at the Asian Games and is now first women from Jammu and Kashmir Sports Council under radar of the Anti Corruption Bureau.

This breakthrough from the ACB has over-shadowed all her achievements.

On November 10, 2023, a formal FIR was registered against Mir.

It is pertinent to mention that she was appointed as Physical Education Teacher under relaxation of technical qualification prescribed for recruitment and was directed to undergo B.P.Ed training at Government College of Physical Education during the period of probation. Verification was conducted only after the RTI was filed in order to reveal whether she is fit for her present position in the department.

The verification revealed that she failed to fulfill the requirement and the condi- tion of the appointment order.

Bilquees Mir joined Youth Service and Sports Department as PET in year 2009 and latter got promoted to the rank of Junior Coach with the basic pay scale from Rs 4500-7000 GP 2400 to Rs 9300-34800 with GP of Rs 4200 in gross violation of service and promotion rules, “It came to fore that Sports Council Srinagar promoted her dishonesty”, reads First Information report.
In 2019 she was designated as Incharge Executive Director Water Sports Centre by Secretary Sports.
“It further surfaced during the course of verification that officers of Sports Council, after entering into criminal conspiracy with each other, bestowed undue benefit to beneficiary thereby causing corresponding loss to government exchequer”, reads FIR.
It was further revealed that other PETs, appointed along with her, fulfilled all conditions but are still working as incharge PEMs.
The acts on the part of officers of Sports Council Srinagar and beneficiary constitute commission of offence punishable under sections 5(1)(d)r/w 5(2)J&K Prevention of corruption Act Svt 2006 and section 120-B RPC.
Case against the officer was entrusted to DySP Pervaiz Ahmed Khan in Police Station ACB Srinagar under FIR No 23/2023.
