JAMMU: District Development Commissioner (DDC), Jammu, Ajeet Kumar Sahu on Friday apprised large number of persons trapped in the floods were rescued by way of evacuation with help of Army, SDRF/ NDRF, police etc. and also be issuing advance warning.
Evacuated and affected people are kept in various temporary camps and shelters established at various places like Jammu, Akhnoor, Khour, Jourian, RS Pura Bishnah etc. where free food and other facilities including health care have been provided to the affected persons, he added.
Giving details on restoration of essential services and temporary restoration of damages to infrastructure and public utilities caused due to landslides and flash floods during the first week of September, Sahu informed that people living in the Island of Pargwal and Tawi have been provided ration and other essential necessities and teams headed by Tehsildars distributed the ration and other items to the affected families. Besides, free ration has also been provided to the affected families of the District through CAPD. In the process, 600 quintals of Rice, 1,200 Quintals of Atta and Sugar have been provided to the affected families as relief free of cost.
In view of the urgent need relief material in the shape of 1,500 blankets, 1,200 Tarpaulin sheets have also been provided to the affected families.
In anticipation of spread of waterborne diseases, teams of Health Department organized camps in the flooded area like Nari, Kotli Shahdullaha, Sai, Majeen, Pandorian (Mishiriwala), Gujjar Basti Jourian (Akhnoor), Raipur, Muthi, Thathar, Bantalab, Akalpur in Bhalwall block and other areas where health care facilities and free medicine have also been provided to the affected persons. Necessary awareness camps with regard to the prevention of spreading of diseases have also been organized in different parts of District.
About 50 special teams of officers of Revenue, Rural Development, Agriculture, Horticulture, Animal and Sheep Husbandry Departments have been constituted for making of assessment of damages to the moveable and immoveable properties of the people. Keeping in view the emergent need and suffering of people DC diverted funds to the tune Rs. 3 crores for other account heads to the relief head for providing of immediate relief to the affected families and out of this an amount Rs. 2 crores has already been released and placed at the disposal Assistant Commissioner Revenue/SDMs for making of immediate payment of ex-gratia relief to the affected families after processing of their relief cases. Assessment teams have been directed to make the assessment of the damages immediately and submit the report on daily basis.
Teams constituted for making of assessment of damages are visiting the affected areas and have started preparing of relief cases. Ex-gratia relief cheques of Rs.7,30,400 was distributed at a Camp organized at Nagrota by G.N. Balwan, ADDC, Jammu and Sher Singh, ACR, Jammu to 198 families of 8 villages of newly created Tehsil Nagrota whose property have been damaged due to flash floods/landslides.
Special relief camps has also been established where free food and other basic amenities have been provided to the stranded persons. Presently special relief camps are running at Talab Khatikan, Kargil House, Bhagwati Nagar and a mobile camp at Nagrota especially for drivers where free food and other facilities are provided to the affected/stranded persons. More than 250 patients treated by the Medical teams and 800 hungry flood victims were given food at Railway Station by the team headed by the DC.
DC informed that the relief material dispatched to the Kashmir Valley included 294.32 Quintals of cooked/ready to eat food, 48.04 Quintals of dry milk powder, 87.00 Quintals of dry ration, 177.50 Quintals of Banana, 10 Quintals of Bread, 21.50 Quintals of biscuits/chips/juice, 50 Kgs of medicines, about 28,000 liters of water and blankets.
Regarding road connectivity 440 spot damages to road connectivity in rural areas have been restored fully, 25% damages on 398 spots have been restored partially and rest is being taken up on priority basis besides, out of 541 affected villages/habitations, road connectivity to 436 habitations / villages stand restored partially/fully and efforts are on to complete the job by the end of October 2014.
Out of 48 PMGSY roads damaged 30 roads stand restored and restoration work on 4th Bridge started and work on left side approach road (damaged portion) along 40 Mtr. Span Bridge connecting 4th Bridge from Warehouse side approach road is in full swing. Mandal Phallai area, connected through Army Pantoon Bridge.
In Jammu City, 50 per cent water supply has been restored in the affected areas of Old City, Janipur, Sainik Colony, Roop Nagar, Channi Himmat, etc. Besides, 52 water tankers have been pressed into services for ensuring water supply in deficient areas.
In rural areas, water supply in 40 percent affected areas has been restored and rest of the areas are being covered through pressing 35 water tankers into services.
Out of 344 damaged distribution transformers, 137 have been restored fully. Out of 73 33/11 KV Sub Stations, which suffered damages, 68 restored fully and restoration on 5 S/stns is under progress. Against the damage of HT/LT network at 43 locations in district Jammu, 39 stands fully restored and work on 4 locations in under progress and restoration of power supply in villages namely Gulaba, Nathal, Jalara, Mandal Phallai, Sum Top, Tawi Island, Sai Kalan, Malori Jagir, etc is under progress on war footing basis.
About 35 Mobile Ambulances have been put in service by the Health Department, for providing immediate health care facilities to the population of such areas, which have suffered severely.
Sufficient medicines have been stocked at different places to meet any eventuality in case of outbreak of epidemics. Besides, teams of doctors have been constituted to provide emergency health care services in the affected areas on 24×7 basis.
Restoration of damages to infrastructure / public utilities in other sectors has also been taken up effectively, Sahu added.
