Legislative Assembly being misled on pre-mature transfers: Harsh

JAMMU: Alleging false information being fed to the Legislative Assembly by various government departments over the issue of pre mature transfers effected by them, Harsh Dev Singh Chairman JKNPP and former Minister, described their conduct as highly contemptuous besides being scandalous.
Pointing towards the figure of around 2,000 pre mature transfers provided in the Assembly, he said that several departments had concealed the details of pre mature transfers effected by them from the Assembly in view of the highly irregular, capricious and whimsical nature of such transfers.
He said that he had sufficient proof to substantiate his allegation that the figure of pre mature transfers provided in the Assembly had been understated so as to cover up the arbitrary, vindictive and politically motivated transfers besides paid transfers.
Maintaining that he had collected sufficient information through RTIs and other sources on pre mature transfers, Singh called upon the Speaker Legislative Assembly to order a high level probe into the deliberate understatement of the pre mature transfers effected by various government departments during the last 21 months.
He said that the figures provided by the ministers were not only misleading but different figures were provided in replies to different questions pertaining to same subject. Making a particular mention of a specific department, Singh said that H and ME Department has stated in reply to one question that it has made 78 pre mature transfers during the last 21 months, but in reply to yet another question it states that the number of pre mature transfers effected by it during the same period exceeds 100. He said that it was the GAD and the Home Department which came out with the correct figures with several other government departments concealing details and thus making mockery of an august institution only to cover up the illegitimate, highly capricious and motivated transfers. Asserting that Legislature was the highest temple of democracy and the most sacrosanct public institution, Singh said that deliberate misleading of the Assembly or the Council constituted not only contempt of Legislature but a profane act of sacrilege in a democratic set up. He said that the most obnoxious aspect of the whole gamut was the provision of incorrect information to conceal the wrongdoings, fraudulent bargains and whimsical conduct by the ministers and the bureaucrats.
Not only that the brazen violations of transfer policy, whimsical, paid and politicised transfers, provision of cadre posts to non cadre persons, non compliance with prescribed guidelines besides other irregularities were sought to be concealed by the said mischievous replies by various departments in the Assembly, observed Singh.
He said that the present ministers who were behaving as unquestionable despots were required to be reined – in and made accountable in real sense to the Legislature as well as the general public by initiating suo motto contempt proceedings against them by the speaker.
