Vigilance detects illegal appointment in J&K AIDS Control Society;Ex-Director, Manager Blood Safety, others booked

JAMMU: The State Vigilance Orgainsation on Wednesday registered an FIR against Former Project Director J&K State AIDS Control Society Dr Rakesh Khajuria, Quality Manager (Blood Safety) Priyanka Thusoo and others for alleged involvement in an illegal appointment case.
According to SVO, a verification was conducted into the allegations of illegal appointment in the Directorate of J&K State AIDS Control Society by the then Project Director Dr. Rakesh Khajuria.
It was revealed that one Priyanka Thusoo had been appointed to the post of Quality Manager (Blood Safety) without any experience in the field.
The SVO verification further revealed that vide Employment Notification No. 01 of 2012 dated April, 2, 2012, different posts in the Directorate of JKSACS were advertised, which included one post of Quality Manager as well for which the eligibility criteria was fixed as B.Pharma with three years experience in Blood Bank/Pharma Industry.
It was ascertained that Priyanka Thusoo, was having only B.Pharma with certificate as a Lecturer in Sain Charitable Institute of Para Medical Sciences, as such she was not found eligible for this post.
The SVO verification further revealed that the beneficiary Priyanka Thusoo was not eligible for this said post and has been knowingly and dishonestly short-listed for the interview to the said post by the then Project Director, JKSACS and members of the selection committee in connivance with each other and in furtherance of such conspiracy had awarded 10 marks for possessing additional qualification which was never the part of eligibility criteria, thus appointed the beneficiary to the said post thereby conferring undue benefit upon her for which she was not entitled.
The aforementioned commissions/omissions on the part of accused public servants namely Dr. Rakesh Khajuria, the then Director JKSACS and others prima facie constitute the offences under section 5(1) (d) r/w 5(2) P.C./Act section 120-B RPC. Accordingly FIR11/2016 has been registered and further investigations has been set in motion.
