Introduce e-tendering in RDD: Contractors

JAMMU: General Secretary, J and K Contractors Coordination Committee, Balvinder Singh and President PWD (R&B) Contractors Association, Narinder Gupta today appealed to the Governor N.N Vohra to direct the Commissioner Secretary of Rural Development Department to introduce e-tendering in the Department immediately.
Addressing a press conference, Singh said that after Revenue and Education Department with 1,612 and 1,201 cases of corruption registered in the last three years respectively, RDD has been listed as the third amongst the top ten corrupt department as par the State Vigilante report published on June 2015 with 1,025 complaints and 10 FIRs.
Singh alleged that RDD has proved to be a heaven for most of the politicians who used it as the most favourite department for pumping most of their constituency development funds for absorbing their blue eyed boys and by charging 10 to 15 per cent from them.
Singh said that after the introduction of e-tendering in PWD and almost all other departments the most of the politician stopped spending their CDF through these departments and enrooted expenditure because it is the only department in the State which does not follow the government order of e-tendering of works as it is safe and easy to manage works worth millions of rupees in favour of their own family members or partners, for the reason best known to them.
Singh and Gupta also alleged that large number of Sarpanchs/ Panchs and some blue eyed boys on behalf of the politicians have started their own tile manufacturing units and are producing sub standard tiles as none of the monitoring department including the additional DDC or State Vigilance Department ever bothered to check the quality of the works being done in the RDD.
Singh further said that after the introduction of e-tendering in the PWD corers of rupees of State exchequer have been saved as the contractors are working more than 10 per cent below of 2012 schedule even after paying 12.60 per cent as service tax, .
Manmohan Singh, Jatinder Singh, Sharanjit Singh, Saldev Singh Choudhary, Sudesh Gupta, Rohit Khajuria, Jasbir Singh and Arun Kumar also urged upon the Governor to issue directions to the concerned for issuing order for the introduction of e-tendering in the RDD.
