That a “wave” of anti-India feeling still persists shows that new life has to be infused into the ailing Kashmir policy of successive Central governments. Political fallouts along with interference by Pakistan are the factors fuelling this separatist sentiment. The biggest failure, in my view, is the abject failure to crackdown on known and high-profile separatists. Many of them have taken care to safeguard their interests while inciting young people to risk their lives. Internal security management is probably being handled by those with little idea of the dynamics of Kashmir.
