Flash floods in Nikki Tawi area: HC seeks ATR on requisition of funds

JAMMU: Justice Tashi Rabstan of Jammu Kashmir High Court (Jammu Wing) in a significant order directed the three Administrative Secretaries of Irrigation and Flood Control, Planning and Development and Finance Department to file Action Taken Report (ATR) on the communication No.IFCJ/ P&S/PM Package/42-IV/27104-08 dated March, 17, 2016 addressed by the Chief Engineer, Irrigation and Flood Control Department Jammu to the Commissioner /Secretary Irrigation and Flood Control Department while taking up a petition filed by Inhabitants of Villages Barjala and Khandwal (falling in Nikki Tawi Area) for the restoration of restoration of damaged infrastructure during the flash floods of 2014-15 and 2015-16.
After hearing Advocate Sheikh Shakeel Ahmed with Advocates Suraj Singh and Rahul Raina appearing for the petitioners Inhabitants of Villages Barjala and Khandwa, Justice Tashi Rabstan issued notices to the Commissioner/Secretary to Govt. of J&K, PHE, Irrigation and Flood Control Department, Commissioner /Secretary to Govt. of J&K, Planning and Development Department, Commissioner /Secretary to Govt. of J&K, Finance Department, Chief Engineer, Irrigation and Flood Control Department, Superintending Engineer, Irrigation and Flood Control Department and Executive Engineer, Irrigation and Flood Control Department.
Justice Tashi Rabstan looking into the urgency involved in the matter also directed
the three Administrative Secretaries of Irrigation and Flood Control, Planning and Development Department and Finance Department to file Action Taken Report on the communication of Chief Engineer, Irrigation and Flood Control who made a request for the release of Rs.793.00 lacs for taking up the protection works in the flood affected areas of Nikki Tawi including Villages Barjala and Khandwal.
Advocate S.S. Ahmed appearing for the petitioners submitted that the devastating floods of 2014-15 and 2015-16 caused huge losses to more than 45 villages in the said area.
After considering the submissions of Advocate S.S. Ahmed, Justice Tashi Rabstan directed the three Administrative Secretaries of Irrigation and Flood Control, Planning and Development Department and Finance Department to file Action Taken Report on the communication of Chief Engineer, Irrigation and Flood
Control who made a request for the release of Rs.793.00 lakhs for taking up the protection works in the flood
affected areas of Nikki Tawi including Villages Barjala and Khandwal.
