Haq reviews RD sector, convergence plan

RAMBAN: Minister for Rural Development and Panchayati Raj and Law and Justice, Abdul Haq Khan reviewed the achievements of RDD sector under various components in previous financial year including the Convergence Plan conceived by various departments here today.
He inaugurated bridges at Ramban and Batroo costing Rs 18 lakh and rs 11.42 lakh respectively, Pacca path at Ramsoo at the cost of 4.00 lakhs and also inspected DD Thakur Community Hall at Ukhral.
The minister was accompanied by MLAs of Gool Arnas, Banihal and Ramban namely Aijaz Ahmed Khan, Vikar Rasool Wani, Neelam Langeh respectively along with MLC Sham Lal Bhagat.
The plan of MGNREGA was discussed in an elaborated manner with the officers and officials of all seven blocks of the district besides Panchayat wise physical and financial achievements recorded in each sector.
Recalling some decisions taken at the start of previous financial year, the minister asked the officers about their implementation on the ground in the development of Panchayats.
Taking serious note of less number of man-days generated in all blocks, the minister strictly instructed for initiating action against those who did not perform well in achieving their targets well in time. He also stressed for achieving the targets of providing job cards to the populace at large.
Expressing his concern on limited durable assets in every nook and corner of the district, the minister directed the officers to make plans at Panchayat level for generating visible assets like bridges, culverts, bridle paths, lanes and drains on the ground which help in resolving immediate needs of the people.
He also asked the Director RDD, M.L Raina for proper rationalisation of the posts of BDOs and Panchayat Secretaries which are lying vacant and in this regard additional charge be assigned only to adjoining blocks in order to avoid any wastage and lapses on the part of officials.
He also directed the officers not to waste their time in clerical delays and paper work in the offices and devise a mechanism for fast disposal of documentation for all works . A joint and team work should be made right from the planning to the assets creation, he maintained.
Coming down heavily on some lax and derelict officers he warned of stringent action against them for not following the laid down guidelines. He directed them for timely submission of Utilisation Certificates (UCs) for the release of the funds under State and Central Government schemes.
Referring to the liabilities and clearances, the minister said that there was liability of about Rs 400 crore in the department when our government came in existence which has been cleared so far.
He also directed the District Development Commissioner Ramban, Mohammad Aijaz to act on the lapses under convergence plan on the part of concerned officers and said that this plan must be conceived in a proper way first of all before coming to the funding share and utilisation in a proper way. Meanwhile, Neelam Langeh also raised some issues of his constituency like organisation of awareness camps, slow work on the building of polytechnic college, improper dumping of debris by four lanes construction company, establishment of grievances cell in DC office and rationalisation of beneficiaries for priority and non priority sectors under NFSA. Later on MLA Banihal and MLA Gool Arnas also raised some issues of convergence plan under MGNREGA, creation of durable assets in all Panchayats, rural sanitation, soil conservation, etc.
