Ensure judicious utilisation of funds under MPLAD: Dr Jitendra

JAMMU: Minister of State PMO Office, Ministry of Personnel, Public Grievances and Pensions, Department of Atomic Energy and Space, Jitendra Singh, chaired a high level meeting of officers here on to review physical and financial achievements of works being executed under MPLAD in district Udhampur Parliamentary Constituency.
Among others, the meeting was attended by Divisional Commissioner Jammu Dr. Pawan Kotwal, Deputy Commissioner Samba Sheetal Nanda, Deputy Commissioner Udhampur Dr. Shahid Iqbal Choudhary, Deputy Commissioner Doda Bhupinder Kumar, Additional Deputy Commissioner Reasi Shiv Kumar Gupta and Additional Deputy Commissioner Kishtwar Kishori Lal Sharma.
The minister, while taking a detailed review of the district wise financial and physical achievements under MPLAD, stressed on concerned Deputy Commissioners to ensure judicious utilization of funds under MPLAD scheme besides personnel monitoring of all developmental works for better outcome. Emphasising need of concerted efforts on part of concerned officers, the minister said that the progress of developmental works should not be hampered due to lack of coordination at any level. He also asked the officers to look into the flaws in the existing system so that same is rectified for effective implementation of development programmes.
While reviewing the progress of developmental works in the villages adopted by the minister under Sansad Adarsh Gram Yojna, Dr. Jitendra maintained that the central government is committed for overall development of the rural and far flung areas and focused attention is being provided for the development of neglected and unattended areas of the state.
During detailed deliberations held in the meeting, various issues were discussed which inter alia include setting up of mobile tower at Padder Kishtwar, mobile toilets enroute Macchail during Yatra, community halls at Rajgarh and Ramban, setting up of Kendriya Vidyalya Reasi, War memorial Reasi, establishment of permanent shelter places for border people in Kathua, upgradation of Dental clinic Reasi, establishment of Greenland and Biotech park in Kathua besides varied number of issues pertaining to these districts also came up for discussion during the meeting.
Regarding setting up of Kendriya Vidyalya Reasi, the minister directed ADC Reasi to submit proposal so that the work on the project could be started at an earliest. Besides, he asked the Deputy Commissioner to take up the matter of establishment of permanent shelters for border people of Kathua with Divisional Commissioner Jammu.
While reviewing the progress of works under MPLAD scheme in Kathua district, Dr. Singh said that funds will be provided for construction of passenger sheds, benches and other related infrastructures to further upgrade railway stations. During the power point presentation, the Minister was apprised that Rs 10 lakh have been expended on various development works in Doda against a total of Rs. 17.50 lakh released for the district so far. It was informed that funds to the tune of 126.51 lakhs were released for carrying out 33 approved works in Kathua district and an expenditure of 40.27 lakh has been incurred as on 31st December 2015 and so far 15 works have been completed.
Similarly, 52.71 lakh have been released for carrying out 14 works approved under MPLAD scheme for Reasi district and Rs.9.80 lakh have been expended till date. Besides, Rs.38.97 lakh have been released for carrying out 12 approved works in Udhampur district and Rs. 22.07 lakh have been expended upto December 31, 2015.
Regarding implementation of NFSA, Singh emphasized upon the Deputy Commissioners to ensure the preparation of priority and non priority lists in a transparent manner by involving local representatives so that the deserving beneficiaries could get the benefits under the scheme.
