After C.O 272 of 5 Aug 2019, C.O 273 of 6th August 2019 Modi Government made the parliament to pass/ enact The Jammu and Kashmir Reorganisation Act, 2019 NO. 34 of 2019 that received the assent of President on 09-08-2019 splitting the State of J&K into two Union territories of UT of J&K and UT of Ladakh. Prime Minister Narendra Modi had made his intentions truthfully known for carving the UTs when at the same time he / Home Minister assured that at appropriate time status of State will be restored to UT of J&K. No doubt many in J&K felt hurt with the status reducing to a UT. The immediate reflecting good from this Act could be sensed by the students of J&K Affairs in the new dimensions Bharat that could be expressed in Ladakh to Kanyakumari thereby making the outside world see the affairs / issues related to erstwhile princely state of J&K much beyond ‘Kashmir’ in much larger extends of Ladakh, Bharat as from Ladakh to Kanyakumari and Ladakh region not ‘Kashmir’ holding all international geographical boundaries thereby cutting the reach of any anti- India / separatist descriptions .
The operations that have performed by the Government of India/ Parliament of India in August 2019 have not taken away any rights / identities from the people of J&K, instead the people of ‘J&K’ relieved of many myths & confusions. No doubt the opinions / views cultivated over 7 decades would need some time to get peacefully medicated. Modi has done his job and now it is the duty of BJP cadres and all those who are desperately waiting for return of peace and stability in Jammu Kashmir & Ladakh need to take the real truthful intentions of Government of India that rest in the actions taken in August 2019 to the common people of J&K ( particularly Kashmir valley) without out throwing any challenges but with patience& politeness worth conveying that nothing has been taken from the subjects / permanent residents of J&K and instead they have been more empowered on ground. To quote what to talk of Indian citizens who were in the category of non permanent resident of J&K( like 1947 Refugees from West Pakistan, the Balmiki community / Safaikaramcharies who had been invited to J&K by local government in 1950s etc) even some Indian citizens who were named as permanent resident of J&K were maltreated / discriminated w.r.t their fundamental rights / human rights by the earlier governments who boasted of some ‘special status’ in Article-370 like (i) even the families displaced from Pakistan Occupied Areas of J&K as back as in 1947 were maltreated to the extent that not only regular number count of these families was done and no any claims / compensation for the properties left behind was given to these families even 5300 families who were in record with J&K Government but were staying in states other than J&K were wrongly denied the status of POJK DP under the cover of an Act passed by J&K Legislature in 1971. It has with the personal intervention of Narendra Modi that chapter for providing financial assistance to them has been opened, the doors have been opened for taking in the left over 5300 families as POJK DPs ,number count of the unregistered POJK DPs has been initiated (ii) the tribes (commonly understood as ST) in other states had political reservations but were denied in J&K and now with passage of Act 34 in 2019 Narendra Modi has cleared the way for providing reservation to ST in J&K Legislature (iii) the permanent resident woman of J&K had been denied in J&K to even choose a life partner with total choice keeping a law like what it was the princely state of J&K in 1947 but now after removal of Art-35A all shelters to laws / rules that could violate the fundamental rights / human rights of some Indian citizens have been made void (iv) at times there has been acute dearth of experienced/ qualified professional in J&K since only J&K PRs could be appointed in government services like Medical Colleges due to which needed health cover to even PRs of J&K & availability adequate teaching faculty for students remained deficient where promotions/ appointments were made either by relaxation of recruitment rules or positions remained vacant (people needing major surgical cover in the fields of Neurology and Cardiology, Nephrology have been regular sufferers ) even when constitution provisions could be made for relaxation of PR condition and now there is all possibility for doing such reforms.
Any how the colleagues of Modi in the government , those in the UT Governments/ Administration of J&K & Ladakh and the his political colleagues on ground make use of the channels / provisions made by NDA-III Modi lead Government for good of the common man so as to take the UT of J&K on the path of ultimate peace and stability which could be surely done by working amongst the people on ground for cultivating the right information & concepts about the identity as well as aspirations of people of J&K worth uprooting the myths of which people had been made to believe not only by separatist but even by some of their own ‘mainstream’ elected representatives.
The initiatives like Administration back to village, Activation of Panchayati Raj system of governance , opening the way for Delimitation of Legislative Assembly providing opportunity for undoing unfair balance of voice in the legislature of J&K so that people have a representative of nearness in legislature as per the representation of people Act.( Prime Minister had to open the way which he did but how far corrections are made was for the people on ground / those in administration to ensure by providing data / needed ground information to the delimitation commission appointed for the purpose), extension of Real Estate Regulation Authority RERA like bodies to J&K ( though still it has not been constituted in its real form ) are surely generating hopes.
Government of India is all out for extending all conceptual and financial assistance to the people & lands of UTs of J&K and Ladakh but for that any meaningful requirements , any shortfalls, any deficiencies as left over last 7 decades that need be made good as special assistance and any deficiencies that could be still there in execution of projects / programmes sanctioned by GOI must be officially conveyed by local government to GOI , by the social/ civic bodies and even individuals to Narendra Modi ji’s government so that needed actions / corrections are timely made
Now we are entering in Azadi ka Amrit Kal and Common man need to become source of feed back to Narendra Modi so that his efforts are able to deliver the real worth that HE dreams.
