JAMMU:

Elections

  • District Development Council (DDC), by-elections for Panchayat and Block Development Council (BDC) polls were conducted peacefully across Jammu and Kashmir.

Anti-terror Operations

  • On anti-terrorism front, despite being massively engaged with COVID-19 situation, J&K police along with other security forces conducted various successful operation in which 225 terrorists (207 in Kashmir Zone, 18 in Jammu Zone) killed including foreign terrorists and top commanders of almost all terror outfits; 
  • During the period 299 terrorists/associates were arrested and 12 terrorists surrendered.
  • 635 OGWs arrested; 56 booked under PSA.
  • About 426 weapons, and over nine thousand ammunition/ magazines, huge cache of explosive material were recovered/seized during the operations.
  • In the process 16 (15 in Kashmir Zone and 01 in Jammu Zone) brave J&K Police personnel and 44 (42 in Kashmir Zone and 02 in Jammu Zone) valiant Jawans of other security forces attained martyrdom while fighting the terrorism. The best thing is that trend of local youth joining terror group is constantly decreasing. 

Law and order

  • 255 stone pelting incidents as compared to 2009 incidents in 2019, witnessed 87.31% decline.

COVID-19 situation

  • Thousands of police personnel stood firm between the pandemic and people to contain the spread of the virus.
  • First line warriors assisted in combating the virus, implementation of advisories issued time to time by Government ensured.
  • 3276 Police personnel tested positive; 15 passed away.
  • 1329 police personnel tested positive in Kashmir Zone. Among 06 Police personnel died while fighting COVID.
  • In Jammu Zone, 1947 Police personnel tested COVID-19 positive, 09 Police personnel lost their lives while fighting COVID.
  • Many Police personnel voluntarily donated plasma.
  • Police personnel on their own and at times assisted by NGOs and volunteers distributed medicines, ration, cooked food, hand sanitizers, masks and other required items to the needy.
  • Fabricated sanitization tunnels, no-touch hand wash stands, remote-controlled trollies, face shields, face Masks, PP dresses were made through police works shops and police welfare centers to deal the COVID-19 situation effectively.  

Fight against drug menace

  • After the terrorism, drugs menace is emerging another threat in Jammu and Kashmir.
  • During the year a massive drive was initiated against the drugs and drug   peddlers 1132 cases were registered and 1672 involved persons were arrested.
  • 35 drug peddlers booked under PSA
  • Narcotic drugs including, 152.18kgs Heroin, 563.61kgs Charas/Ganja, and 22230.48kgs Opium/Poppy/Cannabis derivatives were seized during the year. Besides, 339603 Capsules, 57925 intoxicating bottles and 265 Intoxicative Injections were also seized.
  • Narco-terrorism modules were busted in Handwara, Budgam and on Arnia border in Jammu.

Criminal Cases 

  • During the year, Over 26879 criminal cases were registered.
  • In Jammu Zone 13028 and in Kashmir Zone 13749 criminal cases were registered14 criminal cases were registered by Railway J&K during the year. 
  • 2981 case registered regarding the crime against women.

JKAP/IRP

  • Armed wing of J&K Police played a pivotal role in anti-terrorist operations, law & Order, security, and during COVID-19 and other duties.

Traffic

  • 372171 vehicles were challaned.
  • During the period, Rupees 17.08 Cr. fine was collected.
  • 7452 vehicles were seized to curb traffic violations.
  • 291 road safety awareness programmes were also conducted during the year.

CID

  • The CID wing of the force disposed 68842 Passport verification and 12272 Service verification during the year. 
  • 1290 Police clearance certificates for different embassies/ High commissions were also issued.

Crime Branch

  • The Crime Branch of J&K police registered and investigated more than 88 criminal cases of special nature during the year.
  • 36 cases were challaned for judicial determination. 
  • Anti Narcotic traffic force (ANTF) set up in Crime branch, started working from June 2020.
  • CCTNS has been able to get 99% of the networking.
  • A cyber forensic lab established at SKPA Udhampur for training of POs, prosecutors, and judicial officers.

Promotions/Recruitment

  • 6783 personnel promoted to the next ranks, 35 personnel given out of turn promotions.
  • 3686 personnel given In-Situ promotions.
  • 114 appointments made under SRO-43 and 36 appointments made on operational grounds under conversion policy

Health

  • Better health care facilities provided to the J&K Police personnel and their families. 
  • During covid-19 situation, quarantine centers were established at all districts/unit headquarters. 27000 RT-PCR Screening and 3500 rapid Antigen testing at Police Hospital Srinagar. 
  • Separate isolation Centre for Police personnel established at Kissan Bhawan, Jammu. 

Training

  • Improved training courses were imparted specialized training courses to 1909 personnel in different ranks.
  • 191 personnel underwent different training courses outside J&K.
  • 2071 Police personnel including 05 DySP, 583 SIs and 1483 Constables joined the J&K Police Parivar after completing their Basic Recruitment Training Courses.

Infrastructure

  • With an aim to provide better infrastructure to enhance working and living facilities of Police personnel.
  • This year 08 women police stations constructed.
  • 300 pre-fabricated structures for CAPFs deployments for law and order in Kashmir Zone. Construction/renovation of 28 PS/PP.

JK Police’s Civil Action Programmes

  • Many initiatives were taken under J&K Police’s Civil Action programmes. 
  • 10 Drug De-addiction Centers are running in J&K to curb alarming rise of Drug addiction.  5235 patients have been treated in OPD and IPD at DDC Jammu/Kashmir provinces. 115 Drug De-addiction Awareness camps were organized. 
  • Jashne-Dal and Shikara was organized in which around 200 water sports athletes participated. 
  • Pedal for peace (cycle race) organized in Srinagar, around 3000 persons participated.
  • 1368 students from 10 districts of J&K sent on Bharat Darshan Tour before COVID-19 outbreak. 
  • 1353 Police Community Partnership Group meetings held at grass root level.
  • Police Public Mela raffle draw held in Srinagar.
  • 2nd Police Pubic Premier League Cricket Tournament held at S.K. Stadium Srinagar in September 2020.
  • Martyrs Memorial Tournaments organized in all District of Jammu and Kashmir. Sports Festival held at Bandipora, a total 228 teams from across Kashmir valley participated in four different categories/Games. 
  • Sports festival organized in Handwara, Budgam, Ganderbal.
  • Funds provided to the District SSsP for conduct of Cultural programmes at their respective Headquarters. 
  • Funds provided to the 23 District SSsP for conduct of Unity Run in different categories at their respective Headquarters.
  • Women/Men cricket league organized in Anantnag.
  • Sports activities in other districts of the UT organized to channelize the energy of youth in positive direction.

Welfare for Police Personnel/SPOs

  • The welfare of police personnel, families of martyrs, and SPOs is our utmost priority. 
  • During the year, Over Rs. 76.85 crore were spent on welfare of police personnel and their families under different welfare schemes.
  • Over Rs. 38.00 crore have been granted as Special Welfare relief.
  • Rs 3.00 crore as ex-gratia relief, Rs 9.33 crore as retirement gift.
  •  About Rs. 22.50 crore have been sanctioned as welfare loan to the serving personnel.
  • Over Rs 4.28 crore granted for the welfare of SPOs and their families. 1559 wards of martyred, serving, deceased personnel were granted scholarship/ special reward under different welfare schemes during the year.

Medals

  • 930 brave men of J&K Police were honoured with different medals.
  • Kirti Chakra (posthumously) awarded to Martyr Head Constable Abdul Rashid Kalas
  • Shaurya Chakra awarded to DySP Aman Kumar Thakur (Posthumously), SgCt Kamal Kishore (Posthumously) and to DIG Shri Amit Kumar.
  • 189 personnel awarded PPMG/PMG
  • 03 awarded officers awarded PPM-Distinguished Services
  • 28 personnel awarded PM-Meritorious Services
  • 262 awarded JK Police Medal for Gallantry
  • 09 JK Police Meritorious Service
  • 438 DGPs Medal
  • J&K Police honored highest number of PPMG/PMG medals this year.

Sports

  • Besides, dealing with terrorism and maintaining Law & Order, Jammu and Kashmir Police officers and personnel were equally good in displaying their skills and talent in sports activity at national and international level.
  • Inspector Kuldeep Handoo Chief Coach of India Wushu Team was awarded the Dronacharya award 2020.
  • Khalida Bano clinched silver medal in 28th Sr. National Wushu championship.
  • Inspector Basanti Bhat and HC Sukhdev Singh won gold and Inspector Kriti Sharma & SI Vinay Gupta won Silver Medal in All India Police Badminton Championship.
  • Ct. Fasil Maqbool, Ct. Owais Hamid & Constable Ishfaq Ahmad won Bronze Medals; SPO Irfan Latif won Gold Medal in 10th Sr. National Sambo Championship-2020.
